Biography
Harley is an associate attorney in Honolulu, Hawaii, and has been recognized in Best Lawyers: Ones to Watch® in America for Commercial Litigation and Real Estate Litigation. She has experience guiding clients through a variety of matters, from streamlining planning and development in multi-million-dollar real estate transactions, to defending businesses in complex commercial disputes exceeding $100 million.
Harley’s experience also includes advising government regulators on licensing, compliance, and supervision matters involving U.S. and international financial institutions. She has substantial experience in areas such as state and federal consumer lending laws and regulations, money transmission and payments, bank-fintech partnerships, mortgage lending and servicing, bank mergers and acquisitions, the Secure and Fair Enforcement for Mortgage Licensing Act of 2008 (SAFE Act), the Truth in Lending Act (TILA), and the Real Estate Settlement Procedures Act (RESPA).
Harley holds a Bachelor of Science from Temple University, and she earned her Juris Doctor from the University of Hawaii at Manoa’s William S. Richardson School of Law. During law school, she was a staff writer for the University of Hawaii Law Review, and was a member of the intellectual property moot court team. Harley received CALI Excellence for the Future Awards® in Comparative Law and Seminar Writing. Her thesis, Blockchain Wakes: Balancing the Light and Dark Sides of Blockchain through Global Regulation, was published in the Colorado Technology Law Journal.
